Why integrate visitor management with CCTV? Because most condo investigations start with a question like “who came into Block 3 between 2pm and 4pm on Saturday?” If the visitor log and the CCTV recorder are separate, a guard has to read the log, note times, then scrub through hours of footage. When the two systems are linked, clicking a visitor entry opens the matching video clip. Investigations drop from hours to minutes, and evidence is more reliable.

What “integration” actually means
Vendors use the word loosely. For a condo, useful integration usually means four things.

Even level 1 is worth checking. Many estates discover that the recorder clock has drifted several minutes from the access system, which makes evidence harder to rely on.

Common setups in Singapore condos
Setup A: Single-brand ecosystem
Cameras, recorders and access devices all from one brand, such as Hikvision or Dahua, managed in that brand’s software. This is simple and cost-effective for estates starting fresh. The trade-off is less flexibility if the estate later wants other brands.
Setup B: Open video management platform
A video management system (VMS in the CCTV sense) such as Milestone XProtect sits at the centre. Milestone is an open platform supporting more than 16,500 devices, so it can bring mixed camera brands together, including older cameras the estate wants to keep. Access control and visitor events from other systems feed in as bookmarks and alarms. Guards and managers view footage through the desktop Smart Client, a web client or a mobile app.
Setup C: Visitor app as the front end

Real investigations integration speeds up
- Parcel theft at a lift lobby. Search visitor and delivery entries for that block and time window, open the clips, identify the person.
- Car scratched in the car park. Search LPR records for vehicles in that zone, jump to the matching camera footage.
- Tailgating at a side gate. Compare the number of access events to the number of people on video at the same moment.
- Contractor damage to common property. Pull the contractor’s pass, entry and exit times and the corridor footage for the renovation period.
- Resident dispute over a visitor. Show the resident the logged approval and the arrival clip, calmly and with facts.

PDPA and CCTV: keep integration responsible
Linking systems makes personal data easier to find, which is good for investigations and a responsibility for the MCST.
- Purpose. Use integrated searches for security and incident investigation, not to monitor residents’ private lives.
- Access control. Give guards live view and limited playback. Restrict full search and export to named management staff.
- Audit trail. Make sure the system logs who searched, viewed and exported footage.
- Retention. The PDPA does not set a fixed retention period. The estate should define one for CCTV and visitor data, keep it no longer than needed, and delete automatically.
- Notices. Put CCTV signs at entrances and tell residents and visitors how data is used.
- Requests. Route requests for footage, including from residents and police, through the Data Protection Officer.
